A 4K channel needs noticeably more bandwidth than an HD one, so if only the 4K feeds stutter, that is the cause. If a single channel buffers while everything else is fine, the problem is that channel, not your setup.

Both are controlled by the player app on your Windows, not by the subscription. Start playback, open the on-screen options — usually a gear or a speech-bubble icon, or the menu button on your remote — and pick from the tracks the channel is broadcasting. If the list is empty, that particular channel is not sending any, and no setting will add them.
